Abstract

In view of the recent economic transformation of the world,wich has led to chanch in countries,policy towards small and medium-sized enterprises (SMES) ,recognizing their importence . Like other countries ,partes have taken an intrest in the SME sector, especially after the petroleum crisis, it has strengthened and developed it through a number of measures, mechanisms and national and local structures to promote this sector, the regional legislator has made significant efforts in this area.
